Apply to Become a Driver Improvement School Third-Party Provider

Overview

On November 3, 2022, Act 120 was enacted to amend Section 1549(a) of Title 75 to authorize the Department to establish Third-Party Driver Improvement Schools. A driver improvement school is a program designed to educate drivers using a curriculum developed or approved by the Department.  This curriculum may be presented either by the Department or by an approved Third-Party Driver Improvement School under Section 1549. The third-party providers may include, but are not limited to, nationally recognized nonprofit or not-for-profit organizations whose curricula have demonstrated effective behavioral changes in drivers, a nonprofit or not-for-profit organization that provides driver education services to improve traffic safety, or a private driving school within this Commonwealth. The vehicle code allows these third-party providers to offer point reduction through a PennDOT-approved driver improvement course. The Third-Party Driver Improvement School program is a way to provide additional scheduling options for an individual to reduce points from a driver’s record when points accumulate to six points or more, or when any person is convicted of driving 31 miles per hour or more in excess of the speed limit.

PennDOT is currently accepting applications for Driver Improvement School third-party providers. Please read through the program requirements.

PennDOT will accept applications until October 24, 2025.

Please note, submission does not guarantee selection of a proposed site. Applicants offering testing services in the requested areas identified above will be reviewed promptly. All other applications received will be reviewed in the order as received. PennDOT reserves the right to contact non-selected candidates at a later date, as needed.

Given the potential for fraudulent activity of license documents at a decentralized site,  the Driver Improvement School(s) selected to be providers will be required to meet a set of stringent performance standards, including, but not limited to, requirements for facility, system, storage, and document security.
