Current Pennsylvania Residents
You qualify as a current Pennsylvania resident if you:
- Maintain your primary residence in Pennsylvania throughout the application and hiring process.
Proof of residency may be required.
Former Pennsylvania Residents
Under the Civil Service Reform Act, you qualify as a former Pennsylvania resident if you:
- Moved out of Pennsylvania for work or education.
- Plan to return and establish primary residency within six months of starting employment.
Additionally, you must meet one of the following criteria:
- Graduated from a Pennsylvania high school or completed home education within five years of applying.
- Attended a Pennsylvania school at least 80% of the time in grades 1-12, within five years of applying.
- Graduated from a Pennsylvania post-secondary institution within five years of applying.

Telework Policy
Please note, telework is only available to employees who live in Pennsylvania.
College Students and Active-Duty Armed Forces
You may still qualify as a Pennsylvania resident if you are:
- A current student attending school outside Pennsylvania and were a Pennsylvania resident before enrollment, with a current Pennsylvania mailing address.
- A student from another state attending school in Pennsylvania, with a current Pennsylvania mailing address.
For active-duty members of the U.S. Armed Forces (or spouses):
- You qualify if you were a Pennsylvania resident before your (or your spouse's) most recent enlistment and are scheduled for discharge within 90 days of applying.
- You qualify if you are living in Pennsylvania during your (or your spouse’s) current enlistment and will be discharged within 90 days.
